Ralsei states it is. Replay chapter 1, the tutorial fight with the dummy, read carefully. Queen is the only one who speaks of Determination, but Ralsei drops Compassion very early on and it make sense, given how Kris tries to undo Chapter 2 by trying to tell Noelle it was all a dream.

Ralsei has been lying compulsively, denying entirely the real prophecy until soon, knows how things *are to be* and he's still beyond scared. He himself is constantly trying to alter it, and he's scared that when you do so, it will be worse.
But it has no actual bearing on reality and he doesn't know. All Ralsei actually knows is how things are *supposed* to be, not how they will be, and his knowledge of the end is all he has to *speculate* on an alternate ending. What Ralsei has is Fear of the alternative, he doesn't have Knowledge of what will happen outside of the Prophecy.
