PSX Quake 2 is really good and VERY impressive on a technical level, but in the end it's just a heavily watered down version of Quake II. They didn't just "trim the fat", there is only maybe 40% of the game.

Meanwhile Urban Warfare is a brand new game designed for the PSX that manages to look and play very close to PC games of the early 00's. The bad framerate is mostly just around doors and when they open, because they act as loading buffers.
