If I'm not mistaken, it's not necessarily so.
In some cases, you can't attach な to a noun to modify another noun.
Cases that you can't use な over の.

>緑な猫 (incorrect)

>私な父 (incorrect)
Cases that you can't use の over な
>important books
>重要な本 (correct)
>重要の本 (incorrect)
>attractive women
>魅力的な女性 (correct)
>魅力的の女性 (incorrect)
>猫な人
If it was me, I'd say 猫っぽい人 or 猫みたいな人 or 猫のような人 instead.
