Although I would argue that it's a bit more complex than that. WoE was tied into the server's life in a way that it required a constant influx of consumables by every party involved, and in turn these high-level players passed spare gear and cards down to lower levels in order to afford it.

It was a very organic system where equipment and refine ores flowed down(from high levels or mid level) while consumables, bottles, crafting materials flowed up(from mid and low levels to high levels). It wasn't like modern MMO PvP systems where participation is optional and entirely separated from "the main game".
