I wouldn't be surprised if their software does the "smears" for them and they only need minimal manual editing.
I would assume this is genuinely desired in children's shows rather than an incidental evolution caused by current year factors, as it's not new nor uncommon to be hyperactive and meaningless, in children's shows.
