Reminder that Toby played SMT, stop equating Satan with The Lord of Evil and think about him in a more 'soul-testing' notion like his time with Job. Also there's Mastema, who's in a similar role but commands demons in the name of God to test the sons of man. Gaster is way, way more likely to be a weird esoteric neutral entity that is just curious onto how you'll act when granted the blessing (or burden) of freedom.
