Earth got into a series of problems according to the opening text of the game. Think conflicts, runaway climate problems, etc. The colonization effort is meant as a plan b but once you start doing well they start demanding high quality products in exchange for seeds. At some point most of earth got united under the earth organization but not all of it as it seems.
