Zote absolutely established the fear of two-mask contact damage coming from enemies that would not only fall out of the sky when stunned, but would also pop up a little in case you were attacking them from above. Radiant Zote was probably most complained about aside from Markoth and The Radiance for this very reason, but people who wanted to complete the quest for beating him 10 times or beat him on Radiant adapted to this and made sure to pogo from the diagonals or strike from the tip of their range.

Silksong was originally DLC, so it was clearly built assuming you learned from Zote and TC didn't correct for their delays. I'm sure the design was intentional. They just failed to redevelop after the fact that their game was fucking vaporware for a while.
