If I stretch the descriptions a bit, I'd say it's like The Sims mixed with Nethack and Terraria or Minecraft.
You start off with 7 Dwarves and a wagon of supplies to last a while until you can set everything up. You can issue commands, and the appropriate dwarves will do the task, and in certain circumstances you can even make sure it's a specific dwarf, but you can't control any of them directly. (Unless you're playing an older version with Adventure Mode)
You can carve out the earth and build structures, but you can only view everything top down, one layer at a time.
Once you can make head or tails of the alphabet soup on your screen, it only takes a little more imagination to really see everything.
