Light armor + shield backpack is more effective than heavy armor + warp pack, and it's not even close.
Heavy armor should have aimpunch immunity, headshot multiplier immunity, and reduced ragdolling.
A ship module upgrade that provides very slow health regen while out of combat should be added because heavy armor users would get more use out of it than light. Either that, or let us shoot ourselves with the stim pistol and reduce its healing rate drastically so it's much more of a slow burn over a significant period of time
