Gameplay issue, you aren't playing the team effectively
The whole point of Miyabi mono-ice is minmaxing the damage within the stun window, which you can do by using Anomaly Soukaku to trigger 2x Freeze Anomaly to Disorder from and pause the stun timer, letting you get 4x EHB in a stun window
You don't need to minmax to that degree, but if you can't break 20k then you aren't optimising anything at all
Your Soukaku should be on 4pc Freedom Blues with Anomaly Mastery on Slot6 and then get as much Energy regen as possible, which means running an ER ball like Kaboom the Cannon
You need to track both Anomalies so you can freeze and disorder in stun for more EHBs
