Most foreign CCP allies and other folks in their pocket are hardly shills because most don't seem to be communist in the slightest. In my country, the CCP shills of influence (i.e., not the loser jungle Maoists) are extremely anti-left.

More importantly, I think you are misunderstanding some cultural context.
The poster is saying Hima works for the CCP because they allege that Hima's publishing company, Shueisha, has ties to a strange religious organization called the Sako Gakkai which they allege is aligned in some way with the CCP.

Now, strange religious groups having influence in high places is not that uncommon in Japan, nor East Asia for that matter outside China: Roman Empire-style mystery religions for elites are a common thing there.
The assassination of ex-PM Abe was related to one of these strange religious groups.
There was a massive scandal in South Korea about their president being controlled by a cult.
Taiwan is full of these things.
China mostly avoids this with intense persecution, for which Falun Gong is the main target, a group which is either tiny and marginalized or immense and powerful, I don't know, that country is a bit of a blackbox.
Point is, they're everywhere, and Shueisha being tied to them would not be at all strange. I haven't seen anything about the CCP connection for Sako in particular, but I wouldn't know where to even begin to search.

Now, Shueisha: the thing to understand about Shueisha is that it is the largest publishing company in Japan. They are the fucking Shonen Jump people. This poster seems to be basically saying that anyone who works for them, from the guys who bring you One Piece to Naruto, are CCP shills, which is ... a stretch, in my view
