All shota art is erotic. And not because the subject matter automatically counts as that as some sort of tautology. No, it's because all shotacon artists choose to include that element and all shotacon consumers seek that out. Even someone like noeyebrows who never draws lewds still makes a game of sneaking in elephants and has done whole series of drawings fixating on boys' legs.
Some of this isn't even specific to shotas. Eros is a part of the human soul. And so any work which captures the full breadth of its creator's soul will inherently include that as well. But different subjects draw unequally upon different parts of the artist's soul. And shotas in particular draw upon the erotic element.
It is no coincidence that Eros was depicted as a boy and that later Europeans with very different ideas about sex and sexuality still retained him as the embodiement of sexual desire. Youth and virility are both of key importance in human sexual desire. So of course boys, who seamlessly embody both, naturally assume the role of most completely representing that desire.
