I couldn't explain some details due to the character limit:
Every year or when you're offered to have another sho, a Special CPS agent that knows about this deal will evaluate the health and happiness of your current shota and determinate if he's growing in a happy and safe environment. SCPS agents ALWAYS know where you live.
If the evaluation is negative, all of your current shotas will be taken away from you and you won't be offered another deal again, and if SCPS identify signs of abuse in the shotas, the cumulative physical and psychological damage caused to them will be multiplied by 10 and instantly transferred to you as a punishment. If you were slowing down your physical age, you'll quickly age up until you reach your biological age. SCPS agents can tell when harm was done accidentally, and while they won't punish you for it, they will still take your shota(s) away and end the deal.
On the contrary, if the evaluation is positive, you'll be offered to have another shota based on a different fictional character or OC. The new shota will be a 6mo baby like the previous one and is guaranteed to get along with his brother(s) an you regardless of the personality of his OC unless you straight up neglect him.
Originally evil characters can produce "evil" shotas that must be taught to be good. Brattiness is tolerated by SCPS to a certain level, but letting them become evil doers counts as a form of neglection and abuse.
The perk of slowing down your age is OPTIONAL and affects you from the moment you get your first shota UNLESS you also opted to stop your aging while he grows. This perk only affect shotas once they have reached the originally desired age (i.e. they grow up normally until they're 10 and from that moment they age up slowly). You can stop aging only once, when you're raising your first shota. When you're raising your second (or third or..) shota you'll continue to age up, although at a slower pace.
