Because I think I like the asylum solution more. Bans and licenses require police states to enforce and don't modify behavior in the desired fashion, but simply coming down harder on people who get caught, especially when they typically get caught the first time (childhood and young adulthood) would work a lot better. Why waste time punishing everybody and opening the door to insane karens to do all sorts of insane shit (nationwide rescue org tier standards, god fucking forbid), when we can simply catch the predisposed...

Maybe even put them in a room with a kitten, a lighter, and a fork and be ready to intervene, as part of public education. Estrogen modulates aggression, in addition to causing sexual differentiation failures in the male brain, so perhaps the treatment for early-caught zoosadism could also prevent homosex/troonouts.
