rent control in conjunction with proper renter's rights as employed in certain places works. american-style "we did it wrong on purpose" (((rent control))) where they just make up values based on historical property taxes and say "no increases EVER" in a scheme specifically designed to fail unsurprisingly tend to fail
it's kinda like american public transit. america likes to do "socialist" things wrong on purpose to "prove" they dont work, like a child who does chores intentionally wrong hoping he won't be asked to do them again

UBI is a dumb concept imo because more graceful forms of welfare exist but

actually functional welfare programs generally give more gibs based on family size. if you have 5 children you would get a 6 bed house worth of rent subsidy.

if you are on welfare you shouldn't be rich enough to own a house you do your own repairs on; repairs are the responsibility of the landlord. if you own your own house and can't afford it maybe you should try getting a job

this is why other economic/commercial policy needs to be in place to prevent unscrupulous business owners from going "oh i'll just raise prices then" and creating the exact same problem as before (i.e. prevent rent increases larger than natural inflation, fix prices of staple goods, etc)
