Bot of their ether viels are called Wellspring and it's clearly stated repeated activation extends the duration instead of stacking.
You can check in their skill description ingame in the Lucia's 2nd event stage.
Ether veil has different effect on both but for the shilling rapture buff you need to have it just activated.
