So for the tryhards, how do you know if you have a good horse?

Does JP have any simulators, sites, resources, tools or anything that can compare two horses to see which ones the better one? Or just generally how do you know which horses would be better for the competitive modes and which ones are trash?

Also, when do the free rolls start on JP? I want to start rerolling on the JP server when that opens .
