Yeah it feels like a bit of a retcon. Based on the ending of the first game alone I assumed that Augustus was a fully capable psychic who just kept his capabilities hidden, while in 2 he's only learning rookie basics.

I guess you can write it off as him just finally accepting real training on new techniques and the like after keeping his abilities repressed for so long. We never really see him use his powers in the real world in the first game.
