I'm unsure if it was DC or Soulstorm or if it was fixed but Orks had a Campaign bug where if you saved and reloaded in a map, your pop would lower to ~20. I think it has something to do with Honour Guard Nob Leaders costing population.
I don't know if Free Sluggas is an alternative solution but yes, Tau Stronghold is the absolute worst in DC. I'm finding IG to be second worst.
