Nah, this time it's not happening. From what we already know;
>Chaos is 100% in the first expansion
>Guard are virtually guaranteed as they already have units in game
>Nids are exceedingly likely due to being part of the current edition's narrative, as GW will want to advertise them.
At this point we're already pushing seven factions, which for a modern large scale RTS is getting harder to handle. At most, I would guess they'd settle on 10 factions at absolute most, likely settling on 8 or 9.
For the remaining slots, Tau is almost guaranteed. They just got a big wave of brand new Kroot and would have more than enough of a roster to utilize. Sisters of Battle would also be a shoo-in as GW wants to market them and Imperial factions sell.
That leaves us at one more slot, with our options being;
>Custodes
>Leagues of Votann
>Genestealer Cults
>Eldar
>Dark Eldar
>Daemons
Custodes are unlikely unless they roll Imperial Agents into them for chaff units.
Votann are probable; by the time we get to this point in DoW4's lifespan they'll have likely just received amother new wave of minis from tabletop to utilize for their roster. Naturally GW would want to advertise said wave of minis as well.
GSC are unlikely, but could get in as an oddball pick as a swarm faction with a focus on stealth and ambushes.
Eldar are unpopular and broadly disliked, and are famed for being broken in past DoW entries already. They have nothing to offer to any kind of plot, would not fit thr aesthetic of DoW4, and just generally wouldn't be well reveived. There's a reason they're not even in Battlesector at this point.
Dark Eldar and Daemons are dead factions. Automatically disqualified.
