I think the right solution to homelessness in the US is to just give the homeless some land on the outskirts of the city and just let them build their own shantytown slums and live there. That's just how things work in the rest of the world like Latin America. Brazil CAN'T incarcerate the 11% of their population who lives in favelas.
This is a much better solution for the city and taxpayer than these pie in the sky ideas that 100% of homeless people can be rehabilitated, incarcerated, or offered stays in hotels. There are actual jobs and businesses in these slums in other parts of the world. It makes more sense to let the homeless live in a shack and work locally than to constantly tear their tents down and arrest them.
