Thing is a character like Hinako is very much a plain Jane character, in IRL standards she would be above average, looks-wise compared to Heather she's technically more attractive because Heather is supposed to have visible blemishes on her face when you look at her detailed render while Hinako has perfect skin.
Not to mention Heather in-game lore wise used to smoke and quit and she references hangovers so she's tried alcohol before. She's a rebellious teenager.
There's also the whole game being a weird pregnancy and abortion allegory.
Not to say that Hinako is in anyway better than Heather since we don't really know anything about the new character just that Horror characters with flaws are interesting and Heather is a good character and people would shit their pants at SH3 plot and general themes in them TODAY.
