I just asked. I know one of the branches out here has local zines, so I thought I'd find out how to submit. They just asked me to leave a review copy and fill out some info. I only found out it was accepted because my book shows up in Google books now. My comic has blood n guts, and some innuendo here and there but was accepted. So you never know until you try.
