Because the true purpose of the episode isn’t about that friendship. The purpose is to highlight what Gumball is, even when he’s not there.
That despite the nature of Julius, he can’t taint what Darwin is.
Only Gumball can do that. And if Gumball was there then Darwin would have gotten his ass kicked.
The world revolves around Gumball and even Darwin might be consider no better off than the rest of the students.

A few reasons:

Like Penny has cheerleading friends but even we don’t know how they all actually interact with each other. And it’s implicitly implied that Gumball and his school mates are already friends despite their issues so Penny’s circle doesn’t mean much.
