Honestly, yes, yes they are. Cassandra is just one of the best female characters period, and even Stephanie is a better Batgirl than Barbara because she doesn't have to fake youthful energy and innocence, she has it naturally. Only actual reason to prefer Barbara is nostalgia for a time period that never really existed.
