As simply a thought exercise consider the following.
Instead of chasing the "teen" in the heat of the moment he should have been more patient. It is not a good look for Space Force that one of their sergeants was so impatient and unthinking. One would expect better of him.

A revenge minded person could easily take mass transit into the hood rats area at night. As you walk away from the bus or train stop at night you take off the loose clothing you are using to cover your indigent beggar clothing. You can put your "cover" clothing in a discrete black backpack because you will want to change back into your cover clothing when you depart the area. A person can settle behind a gas station or liquor store in the hood rats area. Upon being assaulted an individual can defend themself with whatever weapon they choose to carry. Urban police solve a very tine percentage of these random assaults and altercations.
Then simply depart the area in the dark of night and go back to a mass transit stop for home.
This would not bring justice to the specific person that stole the car but it would avenge the theft and be justice for whatever thug assaults you..
