Yes. As I said earlier it's the artstyle that omits a lot of facial details about her design just as the travelers aren't drawn with full on noses or Eve from Stellar Blade is drawn without a nose in Nikke's moe artstyle.
The thing here is that we have physical figures where that type of stylization is impossible to achieve and we know from notes in the artbook that the designers didn't want her having a human-looking face instead wanting her being depicted with a full on snout. The thing is that the people who modeled the figures gave her a bizarre small human-like mouth instead of a proper mouth for her face shape. We can see from the sketch that her mouth should be bigger and her hair smaller. If we take the figure and combine it with a proper mouth than it's not about Western artstyle or Japanese artstyle, it's about facial definition. That artwork is still very influenced by Octopath's original artstyle but the main difference is that she has a more defined face instead of having a minimally defined face. The artstyle makes her face look a little more human-like than it actually is but that's just a product of the style, we know based off the notes in the artbook that she was always intended to look like a hybrid rather than a more typical human-faced character with animal ears.
