Pokémon alway start in OU when a gen begins, and the older policy was that Pokemon could only drop one tier at a time and at the end of the month. The issue of Pokemon being trapped where they don’t belong is more noticeable in later gens since with so many tiers it takes a while for pokemon to fall to where they should be. I think only gen 8 onward as allowed Pokémon to drop multiple tiers at once

Funny thing is ZU used to be considered untiered, but in Gen 9 so many Pokémon ended up there, even the precious coddled darlings like Charizarderino, that they had to make ZU a real playable tier
