Basically yes thats all it was. It "synced" people up and downloaded their mods for you so you could all see the same things.
People used it for a lot of ERP, but it was also just pretty handy for standard RP or even casual socialization.
Though I can see square being bothered that the public perception of the game starts being associated with mods that make it look like a 100% different game entirely when thats what you see on social media. But really I don't think it was a huge deal. I don't ERP, but it make for some neat social aspects, like the billboard beach party and stuff was probably a lot more interesting for many with it.
