Do you how much England had erased criminality from the genepool through executing criminals? We had the lowest crime rate in the world, we effectively had no crime as criminals were just eliminated or put into the Royal Navy to die within a year.
Look at Birmingham, a fucking Quaker city full of industry. Irish famine happens and loads move there and made it so famous for crime that they have TV series made about it now (Peaky Blinders).

England was historically one of the wealthiest per capita nations on Earth for all its history and highly civil with great contributions to Christianity. We didn't have crime until we started importing Irish, just as America didn't, then Boston and New York were ruined by Irish migration.
