I think the West Blue guy raised in Wano has to be either Shiki or Silver Axe. It was oddly specific for Oda to bring someone like that up in the cover story, and the timing fits.

I'm beginning to think again that Oda really is building up to towards something with Shiki. The previous theory with him being the mystery silhouette in Elbaf died when Gaban was revealed, but I don't know anymore...
