It's assuming you're getting the 3-4 debuffer special which is a lot more important to watch for. The power requirements are just the bare minimum to not get completely raped by the hills.
Guides even recommended a stamina specific debuffer in order to catch fags who didn't reach the stamina requirements in the first round.
