Basically the answer is yes, there is like a Lebanon style government where the opposing factions take turns governing, but the people outside of that present ruling group never really think they're being represented when other group ascend. Most of the time group loyalties are tied to economics rather than ethnicity or religion. People who benefit from Democrat policies, like teachers and government workers, stick to that group while Republicans who benefit from military or prison spending stick with them. Only about half the country is economically dependent on politics enough to bother engagement.
