Baby pokemon are mostly Pokemons that can't breed, introduced in gen 2 with Togepi, so yeah Togepi is a baby pokemon. The problem is the card game only makes the baby pokemon gimmick to retconned preevos like Pichu, so actual baby Pokemons like pic related never get the gimmick. It's all confusing, arbitrary and stupid
