The thing they leave out is that they buff them ahead of time instead so normies who don't read patch notes notice the buffed champion popping off in their games. This makes them interested in playing it themselves and then they have the new shiny skin shoved in their faces in client homepage. Connect the dots.
In the meantime players who actually read patch notes and check stat sites start abusing the fuck out of said buffed champ.
Increased banrate soon follows. Riot wouldn't want players to think twice about buying a skin because the champion it's for is banned often so they give it a slap on the wrist nerf. Banrate responds to slight nerfs faster and harder than winrate does.
Timmy swipes mom's credit card without hesitation now. All according to riot's plan. Whenever accused of balancing around skin sales they just drop the aforementioned quote - yet when you look at the bigger picture the pattern I described is very consistent, especially in case of legendary skins.
