Technically they are not. It’s pretty complicated.

Full independence would mean legally abolishing the current ROC and replacing it with the Republic of Taiwan (ROT) and legally declaring Taiwan a fully independent country.

The government at least for now is ok with maintaining the status quo (ROC rules Taiwan, PRC rules China) for the time being which means practical and technical independence but not full legal independence as an independent country.
