Simply not true. It's not true to the level of "you didn't read the lore" levels. The Covenant war on humanity was an all hands on deck situation, thanks to the Prophets needing the humans gone as fast as possible. Their whole society was geared to the task. In Halo Wars, Prophet Regret explicitly says - and I am directly quoting,
"The war with the humans will require a great deal many more machines than we can currently muster."
Humanity was - IN FACT - more numerous and spread out than any single Covenant species. Humans were at a severe technological disadvantage. The most glaring disparity was the lack of force field technology, which enabled Covenant fleets to comfortably fight human fleets unless outnumbered by at least 3 to 1. But this was not a "small" war for the Covenant. Not even CLOSE. They had pacified singular species before, in the case of the Hunters, Jackals and Grunts. Yet each of those cases required only the conquering of a single star system. Humans occupied dozens. It wasn't the same as anything the Covenant had done before.
