So what Tom Bearden is describing here is similar to the concept in this paper that I linked earlier.

The author calls it "vector potential radiation"...in which he's referring to the Magnetic Vector Potential...which is a mathematical quantity that represents a real field...this field is responsible for the Aharanov-Bohm effect and the Maxwell Lodge effect.

In this paper, the author created a transmitting antenna that doesn't send RF fields, but just the vector potential component.

He receives the vector potential radiation using a plasma antenna...the idea here is that he is transferring "Hidden Momentum" but not energy...but by doing so he is causing the receiving antenna (a neon bulb) to PULL MORE ENERGY from it's power source...the battery it's connected to.

So here is the idea of "Manifesting energy" from the surrounding environment at a remote point in space using "scalar waves" (the magnetic vector potential).

The specifics of this test I'm still looking into.
