It's part of the push to enact a mandatory online ID. It won't just be porn, it'll be applied all over the internet eventually to monitor and censor anything the government doesn't like. Just look at what the UK lumped in as "illegal content" people need to be protected from seeing:
>racially or religiously aggravated public order offences (protests against muslims)
>illegal immigration
>terrorism
So to talk about these things they need to put themselves on a watch list. The same is being done in America and the EU now.
