What Is a “Mature Blockchain" System?

Under the Act, a blockchain is only considered mature if:

>No single person or group under common control can dictate its operation, governance, or token supply.
>Value and functionality are not dependent on a company’s ongoing efforts.

Why XRP Might Fail This Test?

>Ripple Labs still develops core XRPL code, markets XRP’s utility, and holds a large reserve.
>A significant amount of XRP is held in Ripple’s escrow and periodically released.
>XRP’s adoption and partnerships (banks, payment rails) are often tied to Ripple’s business deals.

Under the Clarity Act’s criteria, XRP looks much more like an “immature” blockchain system than a “mature” one. If XRP does fail the maturity clause, it will once again, get shoved into the SEC’s jurisdiction, which brings heavier compliance burdens, potential delistings, and reduced U.S. adoption.
