Not him, but /hg/ has some of the most offtopic/schizophrenic funposting in this whole site. It's hard to tell if someone is being dead serious, being silly, or playing 5D chess. And then you also have the random unlawful posting out of nowhere without warning. Or the /pol/posting, erp posting and discord posting. But then you have bouts of discussion posting and actual Halo posting. It's a weird general for sure.

Some anons treat it like a chatroom too, but I feel like there are better tools for that, why use 4chan when you could use aol instant messenger or IRC or something if you really just want to talk to someone about your day. There's not very many places to discuss Halo, and I don't want to use 343's website or reddit to do that. Only reason I mention it is because it happens so often that it becomes like spam so you have to wade through all the meme/erp/lgbt chat to find the Halo stuff.
