Original title was 粉もんの悲劇. VIZ seems to have done a pragmatic localization rather than a direct translation. Both Google and Furinkan went with "The Flour Tragedy". 粉もん (konamon) refers to food made from flour (especially okonomiyaki and takoyaki) per a Japanese dictionary. So, VIZ decided talking about flour would be confusing and referred to it specifically being festival foods, which is what it is referring to in context.
