That's why Aristotelian virtue is important, people can only be good by doing good. The most important thing is to cultivate courage and joy in responsibility. In terms of the leader: first the supreme leader should be elected by a committee that then does the work the leader commands of them. This should be the only kind of election that takes place; all others appointments should be done in a meritocratic and military manner. Second: the leaders should bear full responsibility along with complete authority, that way if someone is corrupt or incompetent they can be ousted. Thirdly: the leader should be a courageous and moral man who is dedicated to building a bright future for his people. That's something that cannot be faked. This dedication and morality coupled with the discipline and responsibility included with the power acts as a terrible irritant to the corrupt and incompetent.
