On the development-side: primarily Game Freak, apparently. Even current superjew Nintendo wants better out of the IP, but Creatures Inc always votes with Game Freak so Nintendo can't do much. I think losing the Palworld lawsuit could actually at least give Nintendo leverage to get their way, since they're the ones who put forward the legal team for the suit and put their name first on it, thus also staking their reputation first and foremost in the press cycle.

Of course, the fanbase is the real foremost guilty party. They not only eat shit, they will eat MORE shit out of deliberate spite if you point out loud enough that it's shit they're feasting on.
