When the Highlander restriction on supports was first pitched for PoE2 the caveat was that SUPPORTS WOULD NOT BE STRAIGHT DAMAGE BOOSTS!
The whole point was skillls would function on their own in terms of damage unlinked, and supports would be for modifying them to function in different ways or adding utility or new interactions, in which case no duplicates was fine.
The moment jonathan fucking backpedaled and made it so you want 5 supports giving 25 to 50% more damage each the whole system falls apart.

You can see remnants of this past design all over the place, there's supports like Blind Support, Maim Support, Electrocute, Blood in the Eyes, etc. that are clearly legacies from when support gems weren't meant to make your skills do 300% damage from five separate +25% More multipliers. Because nobody is fucking dumb enough to decide between minor utility and 300% damage.
