Jiangyu rework does pretty much everything except aoe atk-up, aoe stab-up, and negative charge... all 3 of which are solved by UMP9/UMP45.
Her modifiers are pretty bonkers. She won't be dealing Leva-tier damage, but it shouldn't be anything to sneeze at. That's not counting just how much she'll be buffing Leva.

Yeah, those are my thoughts. Leva is the big ticket and they can't let something get in the way of her sales. Making her a support removes any doubt that we're getting the UMPs next, so there's that too.
