Obviously not possible in his pic, but the general idea of bypass isn't far fetched. There's a HPP upstream with some interesting features, like drained river bed after sluches, several bridges over supply canal that's all on the Russian side.

I imagine Estonians have artillery trained on those spots, but if Russians are clever they could slowly prepare to mitigate that - move heavy machinery already on island, drain the basin during summer, block the canal in several places and attack in late summer.

And if they're real crafty they could divert the entire river. But that's all still within arty reach and wouldn't allow for surprise incursion.
