The belt-and-road basically bypasses the "first island chain" and America's massive buildup in the South China Sea. Also, why do you think China is pushing for the Spratly and Paracel Islands so hard? There are a couple dozen nuclear subs in those waters, and active sonar bases on the islands(IE unsinkable aircraft carriers. So that Chinese ships/subs can be tracked and destroyed long before they can reach open water. Which is also why Taiwan is so critical. Without Taiwan, America no longer has China encircled. The First Island Chain is broken.
