Because it did a lot of things right that Lost Judgement didn't deliver on.
>Very focused story. Short yet, but never once did it feel like it didn't know where it was going.
>Kaito's combat styles were some of the most enjoyable on offer. He felt like a fucking tank which was a nice contrast to Yagami.

Lost Judgement left such a bad taste in my mouth, and this title rectified all my major gripes.
